A historical Review of District 15

Historical investigations

show that anatomical development of district 15 has begun since about 1960s and has been accelerated gradually over time. After the Islamic revolution of Iran, we can find two

periods of expansion in this district. The first period was from 1979 to 1991. A quick unprogrammed expansion of district 15 has been occurred in this period. After 1991 a more controlled and less accelerated expansion of our district is under way, the minimum speed of which is in recent years.

These patterns of periodical expansion of our district over years in addition to its marginal and gately location in relation to Tehran have affected greatly the civic essence and conformation of district 15.
The primary cores of areal expansion in district 15 have formed from Khorasan Sq., Shoosh pathway and access to Shahr-e-Rey (Shahr-e-Rey was far from Tehran in that times) so that the area of civic context formed until 1949 was about 38.36 hectares (about 1% of its present area). The process of constructions has spread from Shahbaz Jonoubi – Tir Dogholou region toward the central parts of the district, Shoosh St. and urbanal parts. The constructed civic area reaches about 4% of present district area in 1967.

Continuation of constructions around the Khorasan road and the completion of first sector of district 15 and also relative completion of civic context around the Shahr-e-Rey Pathway until 1967 extends the civic area to 393 hectares (over 11% of present district area).

The expansion of the district has continued up to 1975 in the form of programmed formation of Afsariyeh region, construction of extended military bases in south eastern regions of Tehran and context expansion

 

based upon scattered residential spots so that the area of district reaches over 695 hectares (about 20% of present district area). In other words, the area of district doubles during an 8 years period. This is one of the considerables periods of expansion in district 15.

After 1975 sudden increase in international oil prices results in an explosive civil growth of Tehran. Among others, we could witness a considerable growth of programmed towns like Kianshahr, Moshiriyeh, Ghasr-e-Firoozeh military bases and some parts of Mas’oudiyeh. In early years of revolution (early 1980s) the area of civic context reaches 1763 hectares (near 50% of present district area). In 1980 the global draft of 25 years Tehran city limits was released. This caused a rapid growth of expansion in Tehran districts and among others district 15 so that in a short period after the draft release almost all of empty parts in the district was constructed as full civic context. This is in a condition that only small parts of present district limits (sector 1) is of full civic context and the remaining parts there were scattered civic constructions. The highest acceleration of population growth in the district is in 1970s and early 1980s. In this period construction of houses and residence in the the territorial limits of 5 years Tehran Municipality Services draft was faced to several problems and limitations for immigrants. Beside, commercial and profitable drives arised among broad landowners the lands of whom have been placed in the geographic limits of 5 years Tehrna Municipality Services and 25 years Tehran city (legal) limits drafts.

These factors altogether caused proposal, ratification and execution of civic projects the main goal of which was the establishment of residential places for population. These projects were performed through regulations and cooperations between great landowners and related organizations and constitutions (like the Council of Tehran Expansion Control, The Assembly of City, The Council of Coordination, The Council of Proposal and Programming, etc). The obligations of Tehran expansion in a basis of civilization transformations in the country and also the construction of residential places in distributed lands in the district by their owners resulted in the immigraition of large crowd of
